Russia “has not lost anything” from the Ukrainian conflict, says Putin
Russian strikes have left Kharkiv without electricity and water for the second time in as many days, the mayor of Ukraine’s second-largest city has said.
The Kremlin’s attacks on civilian infrastructure come in response to crushing defeats it has suffered in the northeastern Kharkiv region, where Ukrainian troops have retaken thousands of square kilometers of territory in just five days.
Moscow’s first strike against Ukraine’s power grid took place on Sunday, prompting Kyiv to accuse Moscow of “cowardly” managing public resources.
“The situation of last night is repeated. Due to the (Russian) strikes … energy and water supplies have stopped,” Kharkiv Mayor Ihor Terekhov said on Monday.
Ukrainian authorities have celebrated recent successes by their troops, with presidential adviser Alexander Rodnyansky saying his country was liberating itself, something many of its allies recently “thought would be impossible”.
However, Ukrainian Defense Minister Oleksii Reznikov warned his country to expect Russian counterattacks.

Rafael Grossi, the head of the organization, made the recommendation last week after visiting Russian-controlled facilities. “What we really need here is for Ukraine and Russia to agree on a very simple principle of not attacking, or not bombing, the plant,” he said Monday.

At least 1,000 people died in Izium in six months, a Ukrainian official says
More than 1,000 people have died in the city of Izium over the past six months, a Ukrainian official said.
The strategically important city was recaptured by Kyiv last week, having been used as a major Russian supply hub since the early stages of the war.
“Izium suffered a lot because of Russian aggression,” said Maksym Strelnikov, a member of the city council.
“According to the information we have, unfortunately at least 1,000 residents died as a result of the fighting, but we believe that an even greater number of people suffered from not being able to receive the necessary medical help, as the Russians destroyed all the institutions doctors in Izium. In March.”
About 80 percent of the city’s infrastructure has been destroyed by the fighting, he added.
